Enrolment skyrockets ahead of 2023 referendum

The Australian Electoral Commission has today announced a number of significant enrolment milestones after the publication of enrolment statistics as at 30 June 2023.

New enrolment records:

The estimated national enrolment rate is 97.5%.

Enrolment record
  • Up from 97.1% since the end of 2022.
  • Continual yearly increases - up from 89.7% in 2010.
  • The 2023 referendum will have the best base for democratic participation than any federal electoral event in Australia’s history.

The estimated national rate of Indigenous enrolment is 94.1%.

Enrolment record
  • It is above 90% for the first time ever.
  • It is up from 84.5% since the end of 2022.
  • 60,000 more Indigenous Australians enrolled since the end of 2022.
  • It is up from 74.7% since 2017, with year-on-year growth.
  • Every state and territory has improved significantly.

The estimated Northern Territory enrolment rate is 92.0%.

  • It is above 90% for the first time ever.
  • It is up from 89.8% since the end of 2022.

The estimated youth enrolment rate (18-24YOs) is 90.3%.

  • It is above 90% for the first time since calculations began.
  • It is up from 87.6% since the end of 2022.

Australian Electoral Commissioner Tom Rogers said the continuing upwards trajectory of enrolment in Australia is a result of years of hard work.
